HEALTH PROTOCOL FOR USE OF ATHLETIC FIELDS

-On June 15, 2021, the County of Los Angeles Department of Public Health (DPH) issued the "A Safer Return Together at Work and in the Community" Health Officer Oder. Individuals, groups, or organizations interested in a permit to reserve a recreational facility are advised to review the Health Officer Order and adhere to any applicable best practices, protocols, guidelines, and/or recommendations as listed on the DPH's website,

Parks/designated recreational facilities may not be used at anytime for a commercial use/purpose/monetary gains.

5.24.020 Commercial use prohibited.

It is unlawful for any person to use any park/designated recreational facility for a commercial use, except as permitted in Chapter 5.15. (Ord. 474 § 3, 2019; Ord. 328 § 2, 2002)

This is an application for an Athletic Field or Court & Concession Facility not Memorial Park. For reservations at Memorial Park, please complete the Park Reservation Form
For Rules and Regulations regarding Athletic Field and Court Use, please see §5.24 of the Municipal Code. Reservations can be made for non organized team play use no less than 31 business days in advance for residents and no less than 60 business days in advance for non-residents.
Effective June 2, 2021, all organized team play as defined by §5.24 of the Municipal Code will require a permit for any use

“Organized team play” means persons gathered in a park/designated recreational facility engaging in one or more of the following activities:

1. A practice, drill or other activity, overseen by a supervisor or coach, for the purpose of facilitating the development of skills in a recreational, club or sport activity; or

2. A game or contest consisting of two or more teams, with a total of eleven (11) or more participants; or

3. A game or contest consisting of two or more teams regardless of number of participants, with uniforms or identifying apparel of competitors, and/or referees/coaches.

Organized Team Play One Time Use Permits

Reservations can be made no less than 72hour in advance for residents and no less than 60 business days in advance for non-residents.

Organized Team Play Recurring Use Permits

Reservations can be made no less than 30 business days in advance for residents and no less than 60 business days in advance for non-residents. (NOTE: there are currently no availability for recurring use permits)

Organized team play requires submittal of the team roster with each players residency to determine the group's residency status per Municipal Code. 5.24

Field/Court Reservation

All permittable fields and courts are under a Joint Use Agreement with the La Canada Unified School District.

Joint Use Hours where the fields are permitted are as followed:

LCHS JV/V and Oak Grove: Mon-Fri: 6PM to 11PM, Sat-Sun: 9AM-10PM

All Other Fields: Mon-Fri: 3:30PM-11PM. Sat-Sun: 7AM-11PM (Excluding Sunday Use at FIS Lower and Cornishon Field)

Requests outside these designated hours will be denied since the fields are not available to the public outside the designated JUC hours.

Select from following facilities. Each facility requires a separate submission. (NOTE: Cornishon Tennis Courts are not available for permitting at this time)
(Basketball courts are reserved on a half-court basis)
Mayor's Discovery Park is not available to be permitted for exclusive use, the concession is the only facility available for reservation. The fee is $10.00 per hour and a $200 deposit per day is required. The facility is available for rental from 9:00 a.m. to dusk, Monday-Sunday. Following are Prohibited Uses at the Park: Sales or service of alcoholic beverages. Sale or use of tobacco products. The long-term storage (more than 1 week) of items within the concession facility. The preparation (cooking) of foods on site is not permitted (does not include microwavable or heated food items, catered items, or other foods prepared off-site and served from the concession facility. Sale of any type is not allowed.

Fee waivers may be granted to residents at the city’s discretion when two or more of the following conditions have been met:
A. The resident applicant is a non-profit or not-for-profit organization recognized as such by the state of California.

B. The resident applicant agrees to provide in-kind services or perform community service.

C. The activity/event for which the permit has been requested is open to the public, free of charge.

D. The city council is a partner, co-sponsor, or has formally endorsed the event for which the permit is being requested.

The Parks and Recreation Commission makes fee waiver determinations during their regularly scheduled meetings.

I understand that facility rentals including park reservations may be canceled for a full refund with a written cancellation notice received 30 days prior for residents and 60 days prior for non-residents. All other cancellations will be non-refundable.


I understand that signs announcing the event may not be mounted on any City field or facility.

I will provide liability insurance in the amount of $1,000,000 single limit naming the city, and its officers, agents, and employees as an additional insured on the policy as required by §5.24 of the Municipal Code.

The City’s permitting and entitlement process is completely online from start to finish.  You may apply for building permits, entitlement cases, encroachment permits online, pay your fees online, go through plan checks online, request inspections online, know which step of the process your case is at through the case workflow and finally print related documents including issued permit online.

Prior to applying for a permit/plan application, be sure to review the required submittals for your respective application.

You may apply for an entitlement processor permits* online through “ConnectLCF“.*Prior to applying for a building permit (excluding trade permits), you will need to apply for a Zoning Clearance first. You will need the Zoning Clearance case number to complete your building permit application.
