The La Cañada Flintridge City Council approved membership in Clean Power Alliance on November 21, 2023, to give residents and businesses greater access to renewable energy options by joining Clean Power Alliance and approving Community Choice Aggregation. In March 2024, the CPUC approved the expansion of Clean Power Alliance’s service territory to include La Cañada Flintridge. The transition of service is scheduled for October 2025.

What is Community Choice Aggregation?

Community Choice Aggregation (CCA) is a California Public Utilities Commission program that allows cities and counties to procure electricity for customers within their jurisdiction by unbundling the generation of electricity from the delivery of electricity. For La Cañada Flintridge, that means using Clean Power Alliance (CPA) to supply electricity and continuing to use Southern California Edison (SCE) for delivery.

Who is Clean Power Alliance?

Clean Power Alliance is a CCA that specializes in the generation and supply of renewable energy. CPA offers three tier rates: Lean (40% renewable), Clean (50% renewable), and Green (100% renewable). CPA serves over 3,000,000 residents and businesses in 35 communities throughout Los Angeles and Ventura Counties. It is the fifth largest electricity provider in the state and has the most customers in the nation receiving 100% renewable energy.

What other renewable energy options are available?

SCE has a green energy program. As of November 2023, the program is waitlisted.

Why did the City Council approve this?

The City Council voted to implement Community Choice Aggregation and to join Clean Power Alliance to give residents and businesses more access to renewable energy options and to meet greenhouse gas emissions reductions targets outlined in the City’s Climate Action & Adaptation Plan.

How will this affect LCF electricity services?

Residents and businesses should see no impact on their electricity services. The City Council will select a default tier rate for all customers to automatically be enrolled in. CPA rates are competitive to SCE rates but are not guaranteed to be less than SCE. All customers will have the option of opting out of receiving CPA services at any time or changing their tier rate. All customers will continue to receive bills directly from SCE.

When is the transition to Clean Power Alliance?

The transition to Clean Power Alliance generation services is scheduled for October 2025. City staff, in coordination with Clean Power Alliance, will continue outreach and education about the transition of services throughout 2024 and 2025.
