The purpose of the Draft documents that follow is to present proposed revisions to the Draft General Plan Land Use Element and associated Draft Figures; Draft Downtown Village Specific Plan (DVSP) Chapters 6 and 7, and associated Figure and Tables; various draft sections of the Zoning Code, and the Draft Zoning Map in order to implement rezonings that are required by State law in accordance with the City’s adopted 6th Cycle Housing Element. (Please note that required actions to implement other programs in the 6th Cycle Housing Element will occur later.)

Text in each of the documents that is underlined is proposed new text. Text that is shown in strike through is proposed to be deleted.

A Draft Initial Study/Negative Declaration (IS/ND) for this project has been prepared pursuant to the California Environmental Quality Act (CEQA). HOUSING ELEMENT UPDATE

The City of La Cañada Flintridge is currently updating its Housing Element of the General Plan. Local governments across California are required by State Housing Element law to adequately plan to meet their share of the State’s overall housing need. The Department of Housing and Community Development (HCD) is the State department that is responsible for administering Housing Element Law and for identifying the State’s overall housing need. To adequately plan for their share of the State’s housing need, local governments adopt Housing Elements as part of their General Plans. Housing Elements provide goals, policies, and programs to create opportunities for housing development.

The 6th Cycle Hosing Element will cover the eight-year planning period from October 2021-October 2029.  The community was invited and encouraged to participate in the planning process by providing written comments and attending workshops and Public Hearing held by the Planning Commission and City Council.  See link below for the project timeline and upcoming meetings. 

Timeline

This process began in January 2021 and outreach efforts started in March.  See summary of the City’s outreach in preparation of the first draft.

The first draft of the 6th Cycle Housing Element was submitted to HCD on October 6, 2021.  Here is a list of events since the first submittal.
